Engineers Nova Scotia is seeking consulting services to assist with several strategic facilities initiatives, which require specialized guidance related to the disposition of the existing building, selection of new office space, design and fit-up of the new space, and management of the move to the new space.   

The existing facility does not meet Engineers Nova Scotia’s long-term needs and projected growth. The organization has therefore determined that relocation to a modern, accessible office environment is the appropriate strategic direction.

There are four phases that make up this multi-phase strategic facilities project, as outlined below. Click on the link associated with each Phase to access the RFP document, available in PDF format.

• Phase 1: Disposition of the existing building.   Click here for RFP
• Phase 2: Search, analysis, and selection of new office space (leased or owned) within the Halifax Regional Municipality. Click here for RFP

• Phase 4: Move from current office space to the new office space. RFP to be issued once Phase 3 timelines are completed.
   

Proponents may bid on one Phase only or may propose services spanning multiple Phases if they possess the requisite ability and capacity.

Phase 3 RFP General Addendum Statement

With regards to pricing for the RFP for PHASE 3: DESIGN, RENOVATION, AND FIT-UP OF SELECTED OFFICE SPACE Engineers Nova Scotia recognizes that many project variables remain unknown and that proponents must rely on professional assumptions in preparing their submissions.

The purpose of this RFP is not to establish a final guaranteed project budget before all project conditions are known. Rather, it is intended to identify a qualified partner who can demonstrate the capability, methodology, experience, risk management approach, and pricing framework necessary to successfully deliver the project.

Accordingly, proponents should:

• Clearly document their assumptions.
• Identify any major scope dependencies or risks.
• State any exclusions.
• Provide budgetary estimates and confidence levels where appropriate.
• Identify services that may require later confirmation once site-specific information becomes available.

Engineers Nova Scotia does not intend to delay procurement of Phase 3 services pending identification of a new building. Instead, proponents are encouraged to demonstrate how they would manage uncertainty, validate assumptions, refine budgets, and control risk as more project information becomes available.

For evaluation purposes, proponents will not be disadvantaged for identifying reasonable assumptions, qualifications, or contingencies, provided these are clearly disclosed and professionally justified.
