Position Title: Project Engineer-in-Training
Salary Band: Level 4
Department: Public Works Department
Reports to: Director of Public Works
Status: Permanent Full-time
Location: Public Works Building (643 Highway #14) and various project locations
Hours: Normally 8:30 a.m. to 4:30 p.m. daily Monday to Friday, subject to change. Occasional weekend and after-hours work may be required.

SCOPE
The Project Engineer-in-training is responsible for assisting with the delivery of municipal programs as directed by the Director of Public Works. This includes assistance with the project management of operational and capital projects, tender and contract preparation, and administration of the same, in-house design as appropriate, field inspections, technical report writing, asset management, and professional conduct with the public, contractors, consultants, and municipal staff. Other duties will be assigned as required.

QUALIFICATIONS
Education and Experience
- University degree in Civil (preferred) or Environmental Engineering.
- Qualified as an Engineer in Training with Engineers Nova Scotia.
- Preferred engineering related experience in wastewater, water, stormwater, and transportation (including roads and sidewalks).
- PMP designation is an asset.
KNOWLEDGE AND LEARNING ABILITY

- Possess a valid Nova Scotia Driver’s license.

- Demonstrated ability to write clear, concise, and comprehensive reports.
- Strong verbal and written communication skills, including the ability to present ideas and plans effectively to diverse audiences.
- Proficient in public speaking and delivering presentations in a professional setting.
- Active listening skills with a focus on promoting understanding and respectful dialogue.
Analytical and Problem-Solving Abilities
- Proven ability to identify, analyze, and resolve complex problems.
- Skilled in developing practical solutions and overseeing their successful implementation.
Technical Proficiency
- Working knowledge of personal computers and commonly used software applications, including Microsoft Office Suite.
- Familiarity with computer-aided design (CAD) tools and other design-related software.
Organizational and Regulatory Knowledge
- Understanding of personnel management and supervisory principles.
- Awareness of relevant laws, regulations, occupational hazards, and safety protocols related to municipal operations.
SUMMARY OF FUNCTION
Principle Duties and Responsibilities

Administrative
1. Technical assistance with overall day-to-day operational and capital programs.
2. Ensure that occupational health and safety practices are observed and implemented within the department and that all regulations and requirements of by-laws and statutes are enforced as required.
3. Assist in preparation of annual operational and capital budgets.
4. Prepare purchase requisitions, ensure ordered purchases are received and file all appropriate paperwork.
Operational Programming
1. Assistance with preparation of reports to the applicable Federal and Provincial regulatory agencies.
2. Assistance with maintaining up-to-date operations and maintenance manuals.
3. Assistance with maintenance schedules in liaison with wastewater and maintenance staff.
4. Assistance with ensuring inventory of all necessary supplies, parts and chemicals required
and maintaining a detailed inventory of the same.
5. Assistance with ensuring safety equipment inventory is maintained and applicable
inspections are completed.
6. Assistance with ensuring up-to-date mapping and asset inventory for wastewater systems, and other municipal assets as directed by the Director of Public Works as required.
7. Conduct inspections on equipment, treatment process, buildings, etc. and report on the operation of infrastructure.
8. Collect, input, analyse and submit operational data.
9. Assistance with general asset management program,
Project Management and General Engineering
1. Provide technical support and advice in the implementation of capital and operational
projects.
2. Actively assist with internal processes and procedures to ensure that wastewater planning
and engineering activities are delivered in accordance with Municipal and Provincial
guidelines and in a cost effective, efficient, and timely manner.
3. Assist the Director of Public Works in management of consultants, contracts, and capital
projects.
4. Attend Council meetings and make presentations to Council, as required.
