The Nova Scotia Regulatory and Appeals Board (Board) will be an independent quasi-judicial body having both regulatory and adjudicative jurisdiction flowing from the Energy and Regulatory Boards Act and various other statutes. The Board will be a division of the Energy and Regulatory Boards Tribunal, which will succeed the existing Nova Scotia Utility and Review Board. The Board’s mandates will include authority over approximately 50 water utilities throughout the province, property assessment appeals, auto insurance rates, and planning appeals. Please note that the new Board's mandates include all authority assigned to the Utility and Review Board, except for the jurisdiction that has been specifically assigned to the Nova Scotia Energy Board (i.e., authority over electric, geothermal, and electricity efficiency and conservation utilities, the Halifax Water district energy project, gas distribution, pipelines and gas plants, subsurface energy storage facilities, and petroleum products pricing).

The Board is currently seeking applications for one full-time Member position as follows:

  • One Member possessing a Bachelor’s degree in Engineering, with significant engineering experience. You must be (or meet the requirements to be) registered as a Full Member (P.Eng) with Engineers Nova Scotia (ENS).

As a full-time Member of the Board, you must have the ability to chair and/or participate as a panel member in quasi-judicial public hearings, often involving sensitive and controversial matters, ensuring that fairness, good judgment, and independent decision-making is applied. You are a professional with senior leadership experience, demonstrated commitment to diversity and employment equity, excellent decision-making skills, and excellent verbal and writing skills. You must be in good standing with your professional association. This position is in Halifax and will require travel throughout the province.

As set out in the Energy and Regulatory Boards Act, a member of the Regulatory and Appeals Board may be appointed by the Chair to sit as a member of the Energy Board on a matter-by-matter basis when the Chair considers appropriate.

An appointment to the Board is conditional upon the completion of all applicable background checks and confirmation of credentials, the results of which must be satisfactory.

Salary Range: $172,273 - $215,342 approximate annual salary. In addition, the Board offers a comprehensive benefits package. Please Note: the salary range contemplates the appointment of individuals with considerable experience and skills and in all but exceptional cases, new board members would be appointed at the starting rate of the salary range and would typically progress to the higher end of the range through their term.
