The mission of the Department of Infrastructure and Housing is to deliver quality public building infrastructure for Nova Scotia.  Our mandate is to ensure that the institutional infrastructure is constructed in a way that improves the lives of Nova Scotians while furthering the Provincial Government’s goal of acting on climate change. The Building Project Services Division of Infrastructure and Housing is responsible for the design and construction of new and renovated building infrastructure ranging in value from $1,000,000 up to $500,000,000 and encompassing building types such as Schools, Courthouses, Healthcare Facilities, Museums and Art Galleries, Provincial Buildings, Highway operations buildings and more.  We are committed to inclusion and belonging.

About Our Opportunity

As the Manager of Project Management you will provide leadership to a dynamic team of Project Managers on the successful execution of complex and large-scale building projects which includes stand alone projects such as the Art Gallery of Nova Scotia as well as projects executed as part of the Healthcare and Education capital programs.  You will do this by promoting a culture of teamwork, respect, diversity, and a healthy work environment while considering the goals, vision and strategic direction of the Division and Department. You will ensure that we are attuned to, and responsive of, our client Department's needs and requirements.  The Manager of Project Management ensures the timely, safe, and cost-effective delivery of our major building infrastructure projects by partnering closely with:

  • The Building Design Groups within Engineering, Design and Construction;
  • Other Sections within Building Project Services such as Healthcare Facilities Project Services and Education Facilities Project Services;
  • Other associated groups within Government such as Client Departments, the Office of the Fire Marshall and Procurement Services; and,
  • External industry groups such as the Construction Association of Nova Scotia.

Primary Accountabilities

As the Manager of Project Management you will:

  • Work with client departments and staff within the Building Project Services section to develop project scope documents along with realistic project budgets and schedules for use in business case preparations.
  • Ensure that the portfolio of Government’s capital building projects is delivered to high quality standards in a safe, cost effective and timely fashion.
  • Effectively manage human resources by assigning projects, monitoring workloads, developing staff, and leading a talented team of project management professionals through all stages of project development.
  • Monitor the budgets, schedules and cash flows for the capital building program and assist the project management teams in effectively forecasting the work and maintaining the schedule.
  • Ensure that newly constructed projects are safe, ready to occupy and that the end of construction activities are conducted in a way that ensures proper coordination and involvement by client departments and stakeholders during the turnover process.

Qualifications and Experience

This may be the right opportunity for you if you are a Licensed Architect or Registered Professional Engineer with significant experience managing large scale, complex building infrastructure projects or leading teams that manage portfolios of large scale, complex building infrastructure projects.

In addition to the above, to be successful in this role you will:

  • Demonstrate a background in human resource management with experience in leading, coaching and developing people.
  • Be an excellent communicator who maintains good relationships with colleagues, clients, industry, senior management and people supervised and is able to lead difficult conversations and negotiations when required.
  • Be a critical thinker with the ability to solve problems and adapt to competing priorities and changing circumstances in a fast-paced environment.
  • Have a knowledge of, and experience with, legislative requirements dealing with building design and construction.
  • Have familiarity with the development and management of construction budgets and construction schedules.
  • Have familiarity with the various methods of project delivery including design-bid-build, design-build and construction management including contracts associated with each.

Familiarity with operational budgets and/or procurement methods would be considered assets.

Travel throughout the province is required; as such you must have a valid driver’s license and ability to travel throughout the province.

Working Conditions

The Manager of Project Management is physically located in an office type environment for most of the time, however, makes regular visits to project sites around the Province.  Physical effort / activities involve sitting, standing, driving, walking around sites, occasional lifting of boxes, occasional climbing of ladders and scaffolding.  Sensory attention includes reading and analyzing material, viewing computer monitors, participating and listening in meetings, both in person and virtual.  The work involves complex contracts, negotiations, deadlines, multiple priorities, many stakeholders and competing priorities so there is a degree of mental pressure attached to the position.

Pay Grade:  EC 13 

Salary Range:  $3,705.20 - $4,642.15 Bi-Weekly
