Commissioner, Chief Executive Officer
Established in 1998 as a service delivery Crown Corporation, the BC Oil and Gas Commission (Commission) is the provincial single-window regulatory agency responsible for regulating oil and gas activities in British Columbia, including exploration, development, pipeline transportation and reclamation. The Commission is accountable to the Ministry of Energy, Mines and Low Carbon Innovation, and acts in accordance with the Oil and Gas Activities Act (OGAA).
The Commission is highly committed to protecting public safety, respecting those who are affected, and safeguarding the environment through the regulation of the sound development of oil, gas, liquefied natural gas and geothermal resources in British Columbia. The Commission consults with First Nations governments and engages with landowners, communities, and Industry; reviews and assesses applications for industry activity; and ensures that industry complies with provincial legislation. Regulatory responsibility extends from the exploration and development phases, through to facilities, operation, and ultimately reclamation. As the Commission looks to the future and to realizing the provincial government’s overarching priorities and expectations, it is seeking a new Commissioner, Chief Executive Officer to strengthen its core functions and play an integral role in leading the Commission through continued growth and success.
Reporting directly to the Board of Directors and the Chair of the Board who is also the Deputy Minister of Energy, Mines and Low Carbon Innovation, the Commissioner will manage the Commission’s operations and provide strategic leadership and direction. Among other responsibilities, the Commissioner will enhance relationships with First Nations governments and Indigenous communities, inter-governmental stakeholders, landowners, industry, and other external partners; build a culture of trust, integrity, risk taking and creative thinking; and motivate and empower their team. The Commissioner will take a broad, long-term view of the ever-changing energy landscape and industry trends to be able to anticipate the Commission’s needs and maximize its effectiveness.
The ideal candidate will possess a graduate degree in business or public administration, land use planning, law, engineering, or a related resource management discipline. They are an outstanding, well-respected, and recognized leader with extensive experience operating within a complex legislative, policy-oriented environment, working with a Board, and formulating significant corporate strategies. They bring strong relationships with governmental representatives, direct experience working with Indigenous partners, and an understanding of the industries regulated. The new Commissioner will be an excellent communicator and a person of unassailable integrity and character who provides visionary and innovative leadership; encourages collegiality and collaboration; and demonstrates a strong commitment to equity, diversity, and inclusion.
